Welcome to “Rock The Roses” Concert Series- “Hair in the Fair” Festival to celebrate good ole Rock N Roll.
“Hair in The Fair” joins The Niagara Regional Exhibition and Rose City Sports & Entertainment Inc. in bringing you a premiere Rock N Roll experience annually.
It will be a Rock N Roll Party. Get ready to rock, be safe and have a great time.


Shuttle service will be available from the St. Catharines Go Train Station to The Niagara Regional Exhibition for all events. Purchase your Shuttle Pass with your ticket package and we will see you live at the NRE to Rock the Roses! For GO TRAIN schedule information click here.

  • Is a Rain or Shine event. (Ladies, get the Aqua-Net to keep that hair in order!).
  • No refunds given for any reason.
  • Safety is of utmost concern for the Artists and Patrons. In the event of lightning/thunder or sudden severe weather changes, Event Officials will act accordingly and alter the show itinerary for everyone’s protection.
  • Is an all Ages event. Adult must accompany the child aged 12 and under at all times. There is no babysitting service at the event.
  • Is a licensed event. Beer and Alcoholic Beverages will be served. Drink responsibly. Drunkenness and disruptive behaviour will not be tolerated. Ruin someone’s fun and you’ll get the boot. ZERO TOLERANCE.
  • Wristbands must be kept on at all times. If you are caught without a wristband, you will be escorted off the NRE grounds. ZERO TOLERANCE.
  • Food Vendors will be on site to provide hot and cold food options as well as snacks and confectionery.

Bass (Deep Rules)

At all entry points of the Niagara Regional Exhibition you will be scanned and all bags will be checked to ensure the safety of all at this event.

Where camping is available, all campers will have their vehicles thoroughly checked upon entry.  If your vehicle contains any of the following, security will remove the items from the vehicle. Should you require keeping the item that is removed from your vehicle, a $20.00 handling fee will be paid by you at check-in and you can pick up the contents upon your exit from the Niagara Regional Exhibition.  If you decline to pay the handling fee, you will be asked by Security to dispose of the item on the spot.

  • No outside food or beverages of any kind including alcohol permitted on the concert grounds.
  • Any type of drugs and/or drug paraphernalia of any kind.
  • Any weapons of any kind and/or items that can be used as weapons, including wallet chains or spikes.
  • Any glass bottles.
  • Glass of any kind.
  • No hard shell coolers.
  • No floating lanterns.
  • No megaphones or air-horns.
  • No large bags or backpacks.
  • No marker pens and spray paint.
  • No focus light beam devices, including laser pointers.
  • No balloons, balls, Frisbees, and/or any other projectiles.
  • No framed or large backpacks, large bags or purses.
  • No skateboards, rollerblades, scooters, motorized vehicles etc.
  • No fireworks, sparklers, and/or firecrackers.
  • No animals – only service animals allowed with current rabies vaccination.
  • No tents – only permitted in the camping area.
  • No gang clothing and/or gang support shirts.
  • No aerosol cans of any kind.
  • No large umbrellas.
  • No flyers/stickers/posters.
  • No drones.
  • No professional still camera equipment (no detachable lenses, tripods, large zoom lenses, and/or commercial-use camera assemblies)
  • No single-lens reflex cameras, including digital single-lens reflex cameras (SLR/DSLR)
  • No professional video or audio recording equipment of any kind.
  • No water guns, water balloons, and/or any other kind of water projectile.

Drums (Pounding the Prohibited)

  • Everyone will be checked at the NRE entry gate(s) and will be monitored throughout the day during the event.  Any behaviour that is threatening, offensive, disruptive or abusive will lead to you being expelled from the grounds without a refund. No refunds are given for any reason.
  • Any person involved in a fight will be removed immediately and will be turned over to the Niagara Regional Police. It doesn’t matter who you are. Don’t fight. It may lead you to the clink.
  • Any person threatening any volunteer, staff, management, performer or staff of the performer’s crew will be ejected immediately without a refund.
  • Any person operating or riding in a motorized vehicle or on any roadway on the Niagara Regional Exhibition concert grounds is subject to immediate evacuation from the event without a refund.
  • Any person found to be in possession of a weapon will be subject to a criminal investigation and immediately evicted from the event without a refund.  You will then be under the direction of the Niagara Regional Police.
  • If you or anyone else is intoxicated or high, you will not be allowed to enter the Niagara Regional Exhibition. NO EXCEPTIONS.
  • Any persons under the age of 19 found in possession or under the influence of alcohol will be evicted from the event without a refund.
  • Any persons found selling or vending items that have not received prior written approval to do so during the event by Rose City Sports & Entertainment Inc. of any kind will be evicted from the event without refund.
  • Operating any remote controlled item, including unauthorized Drones are prohibited.
  • Region of Niagara does not permit any open fires or flames on the grounds of the Niagara Regional Exhibition.

Rhythm Section (Playing along for all to enjoy)

  • Cell phones.
  • Point-and-shoot disposable cameras.
  • Small, collapsible umbrellas.
  • Service animals with current rabies vaccination.
  • Small bags, purses, and fanny packs, subject to inspection.
  • Blankets and Small towels.
  • Cigarette packages, tampons, packs of gum, and chap stick/lip gloss.
  • Sunglasses and hats.
  • Liquid sunscreen and cosmetic products – max 3oz/90ml.
  • Prescription medication, provided the medications are in an identifiable prescription container and the individual has identification to associate them to the prescription.
  • Medical marijuana possession provided the user has an authorization card issued by Health Canada, and matching government issued photo identification. User must leave the performance area gates in order to consume. No use permitted within the performance gates.

  • Rose City Sports & Entertainment Inc., “Rock The Roses” Concert Series – “Hair in the Fair” and “Rock the Roses” Concert Series- “Country Rose Jamboree” and the Niagara Regional Exhibition are not responsible for lost, stolen or damaged material. It is recommended that you do not bring valuable items to the event.
  • Any person(s) found fighting or threatening other festival attendees or festival staff will immediately be evicted from the event without refund.
  • No public indecency or defecation anywhere on the grounds of the Niagara Regional Exhibition. There are plenty of washrooms and Port-A-Potties for the event on the grounds.
  • No demonstration flags of any kind. This is a Rock and Roll Event.  Have fun.
  • Talent, Itinerary, programming is subject to change without notice.
  • Prices are subject to change without notice.


Purchasing Tickets

You can only purchase a ticket for the Rock the Roses – “Hair in the Fair” event through our website by clicking here.  There is not a box office of any kind or other ticket affiliation.

Rose City Sports & Entertainment Inc. and “Rock The Roses” Concert Series do not believe in charging you an additional fee to buy your ticket package.   You will only ever pay for the event ticket packages offered and government imposed HST, where applicable. Additional costs such as parking, camping, hotels and other accommodation packages, VIP events, add-ons etc., will each have an additional cost, but, there won’t be an additional fee to purchase those items.

There is no third party website or participant.  DO NOT BUY ANYTHING THIRD PARTY. IT’S LIKELY A SCAM.

Tickets, VIP Packages, camping or hotel lodging packages and extras can only be purchased through this website as well.

Receiving My Tickets

If you purchase your tickets using credit card or PayPal, tickets for this event will be sent to you ELECTRONICALLY via email immediately after you purchase them.  There will be “Download” links in the confirmation email that you click on to obtain your tickets.  You must print and bring your tickets with you to the event.

If you purchase your tickets by selecting the Email Money Transfer or Money Order/Bank Draft option, tickets for this event will be sent to you ELECTRONICALLY via email a few days after your purchase, as we must confirm that we receive the funds before we send them out.  You will receive an email stating that your payment has been processed, and there will be “Download” links in that confirmation email that you click on to obtain your tickets.  You must print and bring your tickets with you to the event.


Wristbands will be given to you when you check in at the event.  You are required to bring your printed tickets with you to receive your wristbands.  You are required to be wear your wristband to enter the Niagara Regional Exhibition Grounds.

  • Please DO NOT tamper, stretch, cut or alter your wristband in any way.
  • Altered wristbands will be invalid and the bearer will be subject to ejection.
  • One wristband per paid ticket package. Non-transferable. Cannot be shared (i.e. different people use them on the day of the event)
  • Everyone is required to wear an admission wristband on their left wrist for the duration of the “Rock The Roses” event. No person will be allowed to enter the Niagara Regional Exhibition concert area without a wristband. This policy will be strictly enforced – trespassers will be evicted and/or prosecuted.

Rock The Roses VIP ticket package provides the following perks inclusive per person:

  • VIP Access at entrance of event, no waiting in general line. VIP Lanyard.
  • VIP seating area closest to the stage area.
  • Concierge service for food and beverages.
  • Easier access to restrooms.
  • No additional cost for parking or shuttle service.
  • “Rock the Roses” Merchandise. TBD per event.
  • When applicable; After Show Party Invitation, “Meet and Greet” Opportunity with a band or celebrity.
  • As a VIP to any Rock The Roses event you will automatically gain Pre-Sale status for future events before they go on sale to the general public.

Payment Plans

As long as you make your ticket purchase on our website before April 1, 2019, and the total of your purchase before tax is $100 or more, you will be offered the option of paying for the tickets immediately or accepting a payment plan.  If you choose the payment plan, a $30 administrative fee will be added to the total of your order, and the following terms apply:

  • DOWN PAYMENT: A $100 down payment due immediately with the initial purchase.
  • BALANCE PAYMENTS:  When your remaining payments will come due will depend on the date you are making the purchase.  If your purchase date is:
      • Before January 1, 2019, then your due dates will be:
        > January 1, 2019 (1/5 of the remaining balance due)
        > February 1, 2019 (1/5 of the remaining balance due)
        > March 1, 2019 (1/5 of the remaining balance due)
        > April 1, 2019 (1/5 of the remaining balance due)
        > May 1, 2019 (last 1/5 of the remaining balance due)
      • In January 2019, then your due dates will be:
        > February 1, 2019 (1/4 of the remaining balance due)
        > March 1, 2019 (1/4 of the remaining balance due)
        > April 1, 2019 (1/4 of the remaining balance due)
        > May 1, 2019 (last 1/4 of the remaining balance due)
      • In February 2019, then your due dates will be:
        > March 1, 2019 (1/3 of the remaining balance due)
        > April 1, 2019 (1/3 of the remaining balance due)
        > May 1, 2019 (last 1/3 of the remaining balance due)
      • In March 2019, then your due dates will be:
        > April 1, 2019 (1/2 of the remaining balance due)
        > May 1, 2019 (last 1/2 of the remaining balance due)

If you are using a credit card or debit card to pay, then you will be automatically charged on the payment dates stated above.  If you are using Email Transfers, Money Orders/Bank Drafts, or PayPal to pay, then you are responsible for remembering to make your payments on time.

  • If you are zapped a $48.00 NSF fee or Do Not Authorize fee, you will be granted a 10 day grace period from each scheduled payment date to process any missed payments, and instructions will be emailed from Rose City Sports & Entertainment Inc. or Rock the Roses to do so. If your payment is not made in full by the 10th day of the month your order will be cancelled and you will forfeit all amounts paid up to that point.
  • It is your responsibility to not default on your account. If you default on multiple payments that will result in cancellation of your order, loss of down payment, and loss of any other payments made prior to cancellation. It is your responsibility to manage your payment plan. You must pay attention to your bank and credit card statements to make sure your payment is successfully completed on each scheduled date.
  • All purchases and partial purchases are non-refundable. If you fail, for any reason, to pay any of the installments you will void your ticket and you will not receive a refund.
  • Once the payment plan is paid in full, it will then be processed with the first mail out of all ticket packages.

Parking, Lodging, Camping & Accessibility

Parking/Shuttle Service


As parking is limited around the Niagara Regional Exhibition and to accommodate the larger crowd anticipated for your massive “Rock The Roses” Concert Series event, Rose City Sports & Entertainment Inc. has every car assigned to a specific parking lot throughout the area.  You will receive the parking lot assignment, your specific shuttle schedule to and from the event and other pertinent information within your ticket package mailing.  You must park where you have been assigned to park. NO EXCEPTIONS.

Shuttles and buses will move you from the assigned parking lot to the event and vice versa.

For those local residents that purchase a ticket package to any event, Welland Transit shuttles throughout the City to and from the NRE. Non-assigned parking lots will be available for local residents.

We expect larger than normal attendance for these “Rock The Roses” Concert Series events and this parking plan is designed to effectively control traffic flow, minimize confusion and give you an easier event experience. Leave the parking fuss to us. Your job is to Rock and Roll. Follow the instructions. Be safe and enjoy!

Camping starts 10:00am Thursday, July 11, 2019 through to noon Sunday, July 14, 2019. Camping Site Maximum 6 People per site, 20’x20’ campsite area, includes parking for one vehicle per campsite Thursday, Friday, Saturday and Sunday (departure) at the NRE campground. Additional vehicles will have alternative parking offsite, additional cost.

Exclusive Campers Only Thursday Night Giant BBQ and Live Entertainment.


Rock The Roses “Hair in The Fair” Camping begins on Thursday, July 11, 2019 at 10:00am and concludes by your departure by noon on Sunday, July 14, 2019.

You will be camping on a portion of the Niagara Regional Exhibition grounds that span over 30 acres of land of the total 57 acres it holds.

We primarily have tent campsites available. Non-Hydro Campers are allowed on site.  Limited. Arrangements have to be made to accommodate. Please email to arrange for Non-Hydro Campers.

You will be assigned a 20’ x 20’ camping area once you arrive and are approved at check in.  Limit of one vehicle permitted on your campsite.

Maximum of 6 people per campsite.

All campers must wear their Campsite wristband throughout the duration of the event.

Campers will have a Campground wristband, Admission wristband on their left wrist and Alcohol ID approved wristband on the right wrist.  All wristbands must stay on throughout the entire Rock The Roses “Hair In The Fair” event.  Do not alter or damage the wristband. A replacement will not be issued.

The cost of your campsite package also includes parking for one vehicle on site and admission into the full day events throughout each day of the festival.  This is a great package because you will also have a Thursday night exclusive only for campers!  The “Rock The Roses” crew and select sponsors will be hosting a Giant BBQ to all our Thursday overnight guests and we will kick it off with an evening of Live entertainment to keep the mood going throughout the weekend. Complete details will be given to you in your package mailing that you will receive roughly 6 weeks before the event.

The Thursday Campers Exclusive Giant BBQ begins at 4:00PM to 11:00PM. You can redeem your Giant BBQ meal ticket at any time throughout the 4:00PM to 11:00PM timeframe.

Thursday night overnight campers are NOT PERMITTED in the main concert area as preparations will be ongoing for the weekend. Those failing to comply will be removed from the premises without refund. NO EXCEPTIONS.

Campsite hours are 7:00AM to 2:00AM.


Cooking utensils are allowed to be used from 7:00AM to 1:00AM. Do not leave unattended. All cooking utensils are to be in “off” position when unattended.

Only use propane as the primary fuel. Propane container must not exceed 1 pound. Maximum (3) 1 pound containers per campsite.  The containers must bear a certification from a nationally-recognized certification agency. Maximum amount of propane per campsite may not exceed 3 pounds.

Only one (1) cooking appliance per campsite.

One meter (1m) of clearance must be kept around the appliance at all times.

You are not permitted to have any open fires, flames or fireworks of any kind. Flammable objects of any kind are not permitted. (Propane cooking utensil accepted)


Nightly we ask that you keep the noise down after 1:00AM and complete quiet at 2:00AM. Strictly enforced.

Use of amplifiers or megaphones and air horns are strictly prohibited.


Each camper over the age of 19 is allowed two bulk items per person. You are allowed two bulk items and a bulk item is defined as follows:

You may bring a total of 2 of these bulk items- your choice of how you want to divide this up:

  • Beer: up to one 24 or 30-case (cans) of beer; (No Glass or Bottle)
  • Liquor:  one 26oz. bottle of alcohol; (No Glass or Bottle)
  • Wine: one 4L of wine. (No Glass or Bottle)

Anything above and beyond the allowable limits will be surrendered at entrance at check-in.

No more than two bulk alcohol items per person in aluminum or plastic containers only.

For everyone’s safety, glass bottles or glass containers of any kind are strictly prohibited.

Intoxication, public drunkenness, disruptions, abuse, fighting, will not be tolerated. Eviction will occur.


There are permanent restrooms and many Port-A-Potties around the Grandstand area for campers to use throughout the festival.

Showers are on the grounds. Limited. Camping patrons can use the facilities on first come first serve. Limit to a 5 minute shower as we need to get people through quickly. (you must bring your own towel, soap, lotions, toiletries etc).


Any person operating or riding in a motorized vehicle in the campgrounds or on any roadway, which is not leaving the campgrounds, is subject to immediate eviction from the event without refund.

No other motorized modes of transportation are permitted on the campground.

No drones or remote-operated, and/or autonomous vehicles of any kind. Mudding or cruising around the campsite is strictly prohibited.

Occupying the box (back) of a pickup truck is prohibited; anyone found occupying the box of a pickup truck will be evicted from the event.


24/7 Security and Emergency services will be on site throughout the camping experience.

Customer service staff will be on site if assistance is needed.

Cellphone charging stations are at designated locations.

Cleaning crews will be on site daily with intermittent stops to collect garbage throughout the day.

Safety and care of all campers and attendees, workers, volunteers, security and first responders is of utmost importance to all of us. Therefore, no drugs or drug paraphernalia or any item that can be used as a weapon is strictly prohibited on the grounds of the NRE.

Butcher or Steak Knives are prohibited on the property. You may use plastic knives or rounded edge knives.

For fire safety, you are not permitted to have tiki torches or excessive amounts of fuel.

No generators of any kind are permitted on NRE property.

Battery packs are permitted in tent camping.

Immediate ejection will occur if you are found to have any items that can be used as a means to disturb the peace, endanger the safety of the crowd, and/or inflict damage to people and goods.

Welland Fire and Emergency Services reserves the right to alter any of these guidelines based on local bans and weather conditions.


If an item is found please bring the item to the Campground Entrance area you checked in at as that is where we will have a Lost and Found area.  Should you need to report something lost while at the campgrounds, please email and we will track the lost item for you.


Niagara Regional Exhibition allows camping for all ages, however only those 18 years of age or older are permitted to purchase camping spaces.

We expect everyone to have a great time and all campers are expected to be courteous to those around them.  Please be courteous and respect others around you.

Pets are not permitted on the NRE grounds unless they are an approved service animal that has all credentials and current rabies vaccination.

Bicycles will be permitted in the camping areas only.

As this may infringe sponsorship agreements and rights, not permitted are signs and tents with sponsorship-branding or logos of any kind.

We want you to have fun and Rock The Roses! Enjoy the campground, the rock, the concerts, the people, the food and the sun.

Accessibility Needs

There will be an area at the Niagara Regional Exhibition that will be accessible for ticket holders with limited mobility.
